The issues are blight and vermin. 155/153 Lombard St has absentee landlords who are allowing their property to deteriorate. Racoons and squirrels have been seen coming in and out of the house, where they have built nests, causing health and safety issues. The shingles are falling off the house making it not only unsightly, but attracting vermin to make nests.
These issues are reducing the value of my home and the properties of owner occupied single and multifamily homes as well as any absentee landlord who might be taking good care of their properties.
I work with Chatham Square Neighborhood Association, and am on the EDC of said organization. Several members of this organization and I have formed Fair Haven Forward. We are trying to make this neighborhood one where people will want to come visit, shop, live and work. But houses like this will keep good people away. Tenants and home buyers will look elsewhere. I know I wish I did! But I was told this problem was being resolved. Instead it has gotten worse.

I posted to Other, because I thought this was something that LCI should be dealing with. In fact, I had spoken to a member of LCI well over a month ago and told that all they could do is fine the absentee landlord $100 a day until the fix the issue. I said "WELL lets do that! Perhaps they will see that it is cheaper to fix the problem." I don't know whether this was done. However since I made THOSE original calls to LCI not only have I seen no new work being down by the landlord, but now the top floor is boarded up making the property look abandoned. Which I felt would now be a police concern. The home looks abandoned after dark. I have asked the renter to contact the landlord and gave her my number to have him call me. He has not done so. Please note. This is NOT MY HOUSE this is across the street. An eyesore and devalues the neighborhood. I feel this should be of interest to LCI and the EDC.
I noticed yesterday that New Haven Department of Economic Development and Cultural Affairs, LCI, and the police were not notified so I clicked on send email anyway. I feel that these departments are vital to the blight issues and that a house that is boarded up looks abandoned. I went back today to see if the emails had been sent, but again those areas are listed as not notified. Isn't blight an issue that the EDC and LCI is interested in to further the economic health of the city, and LCI ... well the name indicates to me that they should take responsibility for blight.

Thank you David. When I was in the process of buying my house, directly across the street, this view was about to stop me. The seller informed me that a warrant had been served and that work was being done. Indeed within a week the porch was fixed. I believed him and continued the purchase. That was September 2014. Since then 3 squirrels have been evicted and the broken windows on the top floor replaced. THAT IS ALL in almost a year. The tenants tell me that racoons and birds are always coming through the walls and more squirrels. I have spoken to Rafe Ramos of LCI and was assured another warrant had been served in June. I have seen no further work done. Mr Ramos told me that there are 9 health and safety hazards cited.
The situation is despicable. Children live here.

Hi Dave, thanks for your comment. The city knows who the owners are. They have served them a warrant, but I still see nothing being done. The same day you posted your comment, I called LCI, again, and left a message for Serena Neal-Sanjurjo. I know that Raphael Ramos had been assigned to this property, but I do not have his number, so I had to go over his head. It was a long holiday week-end. Hopefully Serena will ask Raphael to call me and give me an update. There have been moving trucks (small u-Haul) parked outside the property now twice. Once last week, and again today. I am hoping everyone is moving out. It is dangerous for them to live there. And children are involved. Perhaps with no rent coming in AND a warrant served with fines piling up the out of town lawyer landlords will do something.
Good people live on this block all of us suffer from this type of neglect.

The owner is a lawyer Daniel H. Kryzanski. According to land records (BK:7320 PG:59) either he or his wife Beverly (or both) live at 1698 Huntington Turnpike, Trumbull, Connecticut, U.S.A. 06611-5151 in a MacMansion.

I am so very disgusted. I bought my house across the street because I was stupid enough to believe that things were changing, Promised that they were! ... and indeed in between my first deposit and the closing the porch was rebuilt and the roof started to be fixed. Then removal of three squirrels... and nothing more. How can the city not do more. Look at how the owners live. How can they cause others to live like this, and force neighbors to have this as their view!

It would seem that the absentee Landlord is paying one of his tenants to pull the old asphalt shingles off the building, sand and repaint. At least the front. I guess this is to get LCI off his back. It is certainly shaping up to LOOK better, although I would have chosen different, complimentary colors, but that is just taste. The tenant is working on the first and second floors. I don't see how he can reach the third floor and Mansard roof without scaffolding, but will keep watch.
I don't know if the landlord is addressing any of the issues inside the house. I have heard no further complaints about raccoons, squirrels, or birds. However, the tenant who complained the most moved out and the house is now completely occupied. I don't speak Spanish and the new tenants speak little English, so I will have to get one of my neighbors to help me find out if these are still dangers to the occupants. I will post again when I can find out more. If I find that nothing has changed inside, I will also contact LCI again. But for now, it appears that something is being done.

Turns out it is not a tenant as I thought, but a "worker" doing the ripping off of asphalt tiles, scrapping and painting. Went as far as the second floor front only, and then just stopped. A bit to the right and larger area to the left not finished. But you can see if this photo uploaded properly that the painting looks better. Top floor still not addressed, mansard roof and 2nd and third floor porches not addressed. Inside????
I hope this was not just a show. The work being done was for about 3-4 days. How much money could this wealthy absentee landlord put in? Still frustrated. I will give LCI, Rapael Ramos another call.

I just got an email asking me if this item is closed. NO IT IS NOT! The absentee landlord made a SHOW of pulling down ragged and rotting asphalt shingles on the first and second floor. Painted the first floor and about 1/2-2/3rds of the second floor. So looking low it looks better, but nothing has been done since my post on September 25th "...... But you can see if this photo uploaded properly that the painting looks better. Top floor still not addressed, mansard roof and 2nd and third floor porches not addressed. Inside????
The work that was done took 3-4 days. That is it, nothing has been done since. NO THIS ISSUE IS NOT CLOSED!
